Le Authority sono nate per tutelarci dai monopoli di mercato,
dalle irregolarità che grandi gruppi economici attuano a discapito
dei consumatori, o dalle violazioni della nostra privacy.
Insomma servirebbero a far funzionare meglio un paese democratico.
Eppure in pochi sanno quante sono, cosa fanno, quanto costano,
da chi sono finanziate. Soprattutto pochi sanno dove vanno
a finire i soldi delle sanzioni che applicano.
Prendiamo in esame le più importanti, Consob, Antitrust,
Privacy, Agcom, Isvap, Aeeg. Dovrebbero essere indipendenti.
I criteri di nomina dei commissari sono diversi per ogni Authority,
ma sono sempre il parlamento, i partiti, il governo,
i presidenti di Camera e Senato a decidere.
In alcune Authority è richiesta una competenza, in altre no,
in quella per le Comunicazioni, per esempio, il parlamento nomina
i commissari senza nemmeno presentare i candidati. Bernardo Iovene
è partito da un esempio di intervento dell’autorità che hanno come
denominatore comune la tutela dei consumatori:
La Consob, che ormai da mesi è senza guida, tutela gli investitori.
