Set in Ratnagiri, a coastal village near the Red Sea, the movie features Devara, Bhaira, Rayappa, and others as the bigwigs of their respective villages. They assist a powerful figure, Muruga, in smuggling goods from ships. Devara realises these activities are wrong, but Bhaira disagrees, leading him to plan to kill Devara. In a twist of events, Devara disappears, and twelve years pass. Bhaira rules Ratnagiri, still determined to find and kill Devara. Vara, Devara’s son, is innocent and helpless. He later joins forces with Bhaira.
