Niedaleka przyszłość. USA. O życiu człowieka decyduje efektywność wykonywanej przez niego pracy oraz jego dopasowanie do planów specjalistycznej agencji rządowej. Noah Kross (Nicolas Cage) – pracownik Biura Ludzkości - ma za zadanie wyszukiwać ludzi zbędnych w społeczeństwie i kierować ich do tzw. nowego Edenu – miejsca, które de facto jest zamkniętym obozem. W jednym przypadku Kross idzie jednak na drobne ustępstwo. Nie spodziewa się, że jego niesubordynacja może unicestwić plany agencji. Odkrywane po kolei elementy prawdy doprowadzają do wywołania społecznego sprzeciwu wobec działań rządu Ameryki.
