Hidden beneath the streets of the city, a secret committee of leading citizens has formed a vigilante council. Taking the law into their own hands, they hunt down people they feel have escaped justice. This kangaroo court, led by a professional killer, hides beneath the cloak of respectability, protected by its influential members. Many, perhaps innocent, people have been executed by this invisible and misdirected group, but they made a fatal error. They hired Charlie.
